Not honestly, no — not until the source is fixed and the board has dried out. Water stains bleed back through ordinary paint. Once the leak is resolved and the area is dry, badly affected board is better replaced, and sound board can be sealed with a stain-blocking primer before repainting.
Either water has soaked the board and it has lost its rigidity, or the fixings and framing have failed — sometimes because the original centres were too wide or the fixings were into something that could not hold. A sag is worth attending to promptly, because the load only goes one way.
In most cases yes, and it is much cheaper than a full replacement. The visible result depends on the finish: a skimmed and repainted ceiling blends well, whereas a patch left unpainted on an aged ceiling will show. We will tell you what to expect before starting.
Not as part of the ceiling repair, but we can address it — plumbing and waterproofing are separate scopes and are quoted as such. What we will not do is close up a ceiling while water is still coming through, because it will simply fail again.
