It depends entirely on the build-up. A single board each side with an empty cavity blocks surprisingly little — you will hear conversation through it. Insulation in the cavity and a denser or doubled board make a substantial difference. Decide this before boarding, because it cannot be added afterwards without opening the wall.
Yes, but the fixing has to go into a stud or into properly rated cavity fixings. If you know where a TV or heavy shelving is going, tell us before we board and we will put additional framing behind that position. It is a small thing to add then, and a real nuisance later.
For dividing space, it is faster, lighter and much less disruptive, and in an apartment the reduced weight can matter. Brick has more mass and therefore blocks sound better by default, but a well-built insulated partition performs well. It comes down to what you need from it.
In a strata property, often yes — many managements require notification or approval before internal alterations, even non-structural ones. Rules vary between buildings. Check with your management before work starts, as it is far easier to ask first than to resolve a complaint afterwards.
