It monitors whether the current going out equals the current coming back. If some is escaping — through a person, or through damp insulation — it disconnects in a fraction of a second. An MCB only protects against overload and short circuit; it does not protect a person the way an RCD does.
Because working and being safe are not the same thing. A rewireable fuse board delivers power normally right up until a fault, and then it clears that fault more slowly and with less discrimination than a modern board. If your board has no RCD, that is the case for upgrading it.
Sometimes, but not always, and it is important to be honest about that. If tripping is caused by a genuine fault on a circuit or by too much load on one way, a new board will keep tripping. What a new board does is let us separate circuits and identify which one is at fault.
Long enough to remove the old board, install the new one and terminate every circuit — you should plan for the supply to be off for a good part of the working day. We agree the timing with you in advance so you can plan around it.
