Because the threshold is the lowest defence. The membrane has to turn up at the door and be dressed properly, and if it was simply stopped short at the frame, wind-driven rain will track under it. It is the most common detail we find done poorly.
There are surface coatings that can be applied over tiles, and they can help in the short term, but they sit above the grout and rely on it. If the leak is beneath the tile bed, the durable answer is to hack off, waterproof the slab and retile.
